ATI's driver limits you to 8 cores max. This means only 4 dual GPU cards per motherboard.
It's pretty easy to find a MB that can support 4 GPUs. There are plenty of examples here on the forums. PSU are a different matter, but 2x 800+W Gold PSUs should be fine for each rig. And when you're running multiple KWh mining rigs, the electric savings by getting a Gold PSU are not negligible.
Lets assume you're using 5970s, as they're far cheaper than 6990s. Each rig will need some sort of case, a MB, CPU, RAM, USB stick, 4x GPUs, 4x risers, and 2x PSU. Lets call it ~1500 per rig. That gives you 5 rigs, which is ~16GH/s.
However, this may not be what you're looking for, but if I had 8000 to spend on mining hardware, here's what I would do: Buy 6 BFL Singles, and 6 SC Single upgrades. Get your Singles in ~50 days, and mine at ~5GH/s. When your order comes up, upgrade to 6 SC Singles for a total of ~240GH/s. WAY simpler, easier, and IMO better off in the end. Unless of course you like managing 20 GPU farms...
