Looks like total supply is 31B. Is this due to an oversight regarding pow rewards or is this due to pos?

thank you. Now I downloaded version 1.2, however, does not synchronize, remains stuck at block 3036!

Try restarting the wallet or just leaving it open, not everyone stopped mining after the POW cutoff so it gets laggy for a few hundred blocks after 3000 because the network was being filled with rejections.
