What is factom doing by generating lots and lots of small value output tx?

I see factom has got a pretty big pre sale campaign recently. Good job folks!
I wonder what is going on with factom by generating lots and lots of small value output tx?

From the page I see a typical of a single input and ~500 or more output address in just one trasaction, with each recipient got only 0.0005 BTC.
Scrolling down with my old mouse wheel feels like endless.
And that kind of tx is still increasing.

Isn't factom targeting to alleviate blockchain bloat?
