I don't know to be honest.  I never measured it and I no longer have it hooked up.  I would guess 250 watts.  The 400GH/s model does run extremely cool.

No. Shipping international is pretty expensive. You'd have to pay it.

Hmmm. How about I pay whatever additional cost to ship to canada vs domestic? IE if within US is $30, and to canada is $50, I'll cover the extra $20. It typically isn't too bad if you ship via usps to canada, and they (usually) don't charge me duties.
