is there a tutorial on how i can make a pool or can someone post one i want to register a website and make it a Proportional pool to mine LTC. can someone tell me how i can moniter each workers shares and pay them?

there is no tutorial I know of. I am in the process of writing a small guide for prospective pool operators I'll try to get it finished over the next few hours, though it doesn't focus on the "how to" setup software etc, most software comes with documentation you can refer to.
for Litecoin there might be some info in the Alternate Cryptocurrencies subforum - one thing you will have to do with Bitcoin software is reset the share target and redo some maths for it to work with Litecoin.
the software monitors shares and does the payout calcs once setup.
Do you have a strong background in linux server admin?

I think you will find open source pool software runs on linux At least some experience would be invaluable

just setup a vm on your server. best of both worlds.

I think you will find open source pool software runs on linux At least some experience would be invaluable if it is not available in windows then i will move to Ubuntu 12.04 and where do i find the open source pool software?

I don't think mining LTC makes you immune from pool hopping. Why start with a broken reward method that you'll just have to abandon at some point?

What do you mean by broken reward method that you'll just have to abandon at some point Well, I (and hundreds of others) make a small killing every day hopping proportional and score-proportional pools. It kills the payments on those pools for more "loyal" miners though... It does mean that I can pay people well over the odds, but yeah... On second thoughts, could you set up a proportional bitcoin pool... or y'know... ten? Unfortunately, operating a pool is a surprisingly large amount of work.
