Does a stock 7970 cool better than a 5970?
Howabout with a modest overclock?
talking reference cards I suppose
Which card is the longer one?

I don't have info for these cards but I'm sure searching google for some card reviews would get this info fairly easily.
Sorry I couldn't be more help.

My 7970 is at 1100GPU/950MEM 65C 70%FAN huming at 650MH/s. Really easy to work with.
My only experience is with 5k cards is my 5770 that can't get out of the 80's without a boxfan and underclocking the GPU. 130-180MH/s

fwiw my guess is the 7970 is much easier to cool as a 5970 seeing as it's a single gpu card.

Depends on how far you are undervolting them!
I can't undervolt my 7970, so it's pulling 652MH/s @ 1100/325/1.256 with fan = 65% for about 67C (Gigabyte Windforce tri-fan cooler). My 5970s pulled ~612MH/s @ 675/300/0.95 with fan = 60% for about 65C (Sapphire Reference cooler).
I think the 5970 used less power even. Less power = less heat, which coincides with what those temps show. If I could undervolt my 7970, I would have no problems dropping the core down a bit and getting some power savings, but I havn't put the time into figuring out how. I never met a 58xx card that couldnt undervolt, tho.

why can't undervolt? and which card is longer

why can't undervolt? and which card is longer Some 7970s are voltage locked. I might be able to BIOS flash my Gigabyte to unlock voltage control, but I havn't tried that. THe 5970 is def longer. My 7970 is tight, but it fits inside my Antec 300. I had to take tin-snips and cut out about 1.5" out of the HD bay to fit the 5970.

I know cgminer can't change the voltage on some, but I've never had a problem using MSI afterburner...

CGMiner can change the V down from 1.256 to 1.200 IF the core is lower than 1000. MSI can't do anything to the V, no matter what I try.

The 5970 cooler better than the 7970, in that it's cooler is larger and can dissipate more heat. The 5970 produces a lot more heat than a 7970 though. Generally you will have less issues cooling with a 7970 than a ref 5970. The reference cooling solution for the VRMs on the 5970s is an issue.

7970's cooling is way better, I don't use active cooling on my rigs so hot days we are looking at 110 degree ambient temp. 7970 reaches about 77-78 degrees without an undervolt even in these conditions. A 5970 could easily reach 90 in the same conditions, they require extreme undervolt when it gets that hot

Check here. 7950 can be OC'd to 500+MH/s, or a 7970 can be OC'd to 650-700MH/s.

Check here. 7950 can be OC'd to 500+MH/s, or a 7970 can be OC'd to 650-700MH/s. sort of lacks significantly in comparison to my mild overclock 5970s getting 725mhash average
