How are they going to get real criminals to use it?

Answer = "The IGCI team, which includes members from Singapore's police force, will use its in-house virtual currency to study scenarios of cryptocurrency use and misuse in a specially designed simulation training game."

They are more worried about people having the ability to add arbitrary data to the blockchain and using that ability to store <hidden> messages and storing <Child Porn> images. Unfortunately people would and can exploit ANY technology for these types of things. It's a good thing for them, to keep up with the technological advances, and to counter these possible threats.
Gavin Andreson and his team are more than willing to help authorities to stop the blockchain from being polluted by these types of criminal acts, but the problem would be to get rid of it, once it's done.   Roll Eyes Roll Eyes Roll Eyes
