If the rest of "reports" are like this one , i wouldnt be surprised to why the user is still scamming.
In the end, u must know that he wont be banned, but his trust will be flagged red, and noone is doing bussiness with such users, thus, their scam attempts are handicapped.

It is not the forum's job to spot scams and lock them down, users should be able to figure out scams by themselves, dont risk more than you are afford to lose
