Accounts with a rank higher than or equal to full member can add an avatar(profile pic).
You are still a jr. Member, so you will have to wait till you become a Full Member.

after that , you will see profile tab -> avatar -> go Here

Paint is the only thing I use. IF you know how to, that is pretty enough for 120x80 images.

I think its only for Full Member and up. So try increasing your activity
