Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

False. Our services are used to stress test servers so clients can accordingly calculate how much there server can handle, if whatever reason they are under real distress (DDoS), they are ready.

Claiming that you are not responsible for what your clients do, does not get you off the hook.
In order to provide services like this you need to be a registered company - can I have your company ID?
Apart from that, when providing this service you are required to follow a KYC procedure and confirm that the "target" truly belongs to the client.
