They are meant to have no value, the moment they have any value associated with them they are no longer useful for testing.

Testnet bitcoin also have a constant total number(21000k). After mining, there is no output. If you use your bitcoin mining machine to mine testnet bitcoins, you will lose a lot of bitcoins.

This is true, however there are certain qualities of the testnet that makes them easy to acquire. Also if testnet bitcoin starts to be traded then nothing would stop the testnet protocol from being forked to a new testnet with a new genius block in order to take away that value (this has been done before)

This behavior does not make testnet bitcoins loss of the use of testing.
