What is up with the client juicing my cpu ?

I was solo mining @ 40% .. task manager shows 60%. Fully sync'd with 'gen=0' .. I'm seeing 15%..

I would consider the slider as a courtesy. On my workstation I slide it to 65% and it runs the cpu at 75% to 85%. If I try to run the slider at full tilt the mouse starts getting sluggish etc.
