How do you transfer coins to another person on Cryptsy?

Transfer coins to someone else who has a Cryptsy account?

I see this page http://wiki.cryptsy.com/transfers but that option does not exist on the drop down menu.

What's the reason for this change?

I remember it was possible to send coins to other Cryptsy users with just their Cryptsy key and without the need for verification.
