SO, I get a random .0001 payment from this wallet 1ABq4tonjP9mSt5GMabpH3nWyQFqtfPgYq.
I go to blockchain.info to see who it is and the subject website is the heading for the transaction.
The entirety of the transaction header reads, "Public Note: YOUR RETURN ON INVESTMENT FROM -> LIMITLESS-BTC.COM <- You will receive next payment in .."

I know this is probably a scam, but should it concern me that they went and dug up my wallet address and advertised like this?

It's spam advertising.
They do this to lure to their website.

This is the third time a see a similar thread like this in a span of a day. Well, this kind of advertising spam happens every now and then, and I think it is just a way of the advertisers to promote their service in a shitty manner. It clogs the blockchain, adds worrying to the users thinking that they're being watched, and annoys the users.

This is correct. And as far as I can tell they are doing great job at advertising themselves and you created even topic about it. And that is their goal. This type of advertising is become quite popular recently and I've seen many services following this pattern. They send small amount BTC to mass number of random addresses and wait what will happen. People are starting to dig this topic and words spread = they have their almost free advert.

Its a SCAM

Angry
The lure you in with returning a small payment and then you feel confident that the website works so you do a bigger deposit and then they never pay.

WHEN IT SOUNDS TO GOOD TO BE TRUE.....IT IS!!!!!!!

Why would this harm bitcoin? Do they not pay transaction fees and give away money? Can the blockchain ever be full?
