Just judging by the plethora of information you have provided, I would say try disabling ULPS.

I would get rid of trixx if you have more than one 7970 in one box.  Use AB with diablominer, you'll be golden.

Why? Does Trixx not like more than 1 7970?

I use AB and CGMiner.

As far as ULPS, instructions can be found here.

I have 4 7970's in a single box on a MSI Big Bang Marshal board, I am just posting what I know works.  I fought TRIXX for awhile, and AB is cleaner and I can go as high as 1200mhz on two of my cards with it.  The other two are just stubborn and won't clock up for shit... Anyways I have had trouble with everything else but the combo of AB/diablo, Make sure crossfire IS enabled, and you're golden.

You'll need dummy plugs for the cards due to Windows limitations or use Linux instead.

For dummy plug you'll need DVI-VGA adapter and 3x 68-75 Ohm resistors.

You don't need dummy plugs at all. You need 12.8 drivers, quit fudding.
