There has been a big shift in Russian to get the "world" away from using the US dollar.  I think they view it as a possibility that Bitcoin will help replace the US dollar, so they will risk it and allow Bitcoin to flourish there.

Maybe but i dont think the high ranking Russian officials know about Bitcoin yet, the court that lifted the ban was a minor court, and outside our Bitcoin community, not many other press covered this event.

So i guess 99% of Russians still dont know or care about Bitcoin, so if they want a popular Bitcoin there, then they should spread the word.

Well nations that makes such laws against people that already use bitcoin will find themselves instantly making millions of criminals.  Why would a nation do that?  Taxes?  Sure but it's not like grass roots crypto monetization will be a reality anytime soon and by the time it is, there will be a mechanism to pay governments for services just like any other service.
