You might try your luck on the marketplace on bitcointalk. There are chatrooms for trading too, see https://en.bitcoin.it/wiki/Bitcoin-OTC, though im not sure how regularly coins are traded that are seldom. The IRC are a bit diffictult, no instant sale though. Best bet would be the marketplace on here i think.

I have some bagholders in my contact who buy some altcoins which even get delisted from exchanges, don't know why but they do...

you can sell them here on the forum, privately, but be aware of scammer, don't deal with other newbies, and use an escrow

Other than this forums and chatroom, Facebook and Twitter might open up another route too. Take FAILCoin as example, there have many followers in their official twitter account.

Some coins are selling through IPO, or through BTT ANN thread. The dev team try to raise fund for further development.

Well, the only way is try to sell the coins on the marketplace section here on the forum. Sometimes it also helps to create a sale thread directly in the altcoin board.

You can either trade here in the marketplace, but in the currency exchange section, or in the marketplace(altcoins).
