the case is, is buying trust allowed?  i think it is not, right? What if 2 accounts fake their deal and used a escrow in depth 2 to get a trusted positive feedback? is it allowed?

It is not against the forum rules, so yes, it is allowed. Just like selling accounts with positive trust is allowed. Because free market.

I saw some high ranked users giving neg trust on some possible users that are buying trust. Then why is that?

I know myself and others will leave you negative feedback if you are caught doing so.

When the subject of buying BTC with Paypal comes up, I often remember this:

Insanity: doing the same thing over and over again and expecting different results.

It is allowed, however a competent escrow will avoid giving trust to two users who they generally do not deem trustworthy after just one or two transactions. If they are too liberal in giving out positive trust after acting as escrow, someone will probably say something and they will probably be removed from the DefaultTrust network

Because they don't trust a user that is buying trust. I'll do the same if I see someone doing it.

I know myself and others will leave you negative feedback if you are caught doing so.

What if i know someone who is doing so?  i have proof for it. Can i report it and where should i?

Im afraid to report it publicly. I dont want to recieve negative feedback

Report it in the scam accusation thread.
People will take action.
Negative feedback from those not in default trust does not matter.
