Hey, I need 0.169351 BTC. I will pay $46 for the $40 worth of BTC. I will not go first unless you are trusted or we can use a middleman. I will send it as friends and family. Thank you

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, but full nodes are more resource-heavy, and they must do a lengthy initial syncing process. As a result, lightweight clients with somewhat less security are commonly used.

I don't feel like repeating everything regarding PayPal all over again, so just read this:
https://bitcointalk.org/index.php?topic=1063724.msg11402676#msg11402676
and the following posts on that same thread:

Nobody should deal with you because you have no trust here (not even with escrow) and you shouldn't send first to someone without trust. Just don't use PayPal.

If someone pay with paypal you can make him write comment on the payment (on paypal) about not chargebacking his money after the deal, in that case even if he chargeback the dispute seller most times win, but can say nothing for sure.

You forgot the parts about using a stolen account or "claiming" it was hacked.

When the subject of buying BTC with Paypal comes up, I often remember this:

Insanity: doing the same thing over and over again and expecting different results.
