I want to check if a user is banned, is there a place that i can go or do i have to ask the global moderators directly?

if they were banned recently, it might appear in https://bitcointalk.org/modlog.php, but otherwise you'll need to contact an administrator.

I agree with grue's reply. However, You could also check for gaps in user post history of roughly 3,7,14,30,60 days (the same duration of bans).
