I know that people were buying from Circle worldwide when it first launched, but I was under the impression that they were clamping down on that type of thing now.

Are there people who don't reside in the US still successfully buying through them?

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

i tried some time ago, but they said that it was not possible to attach bank account from citizen that are not from usa, perhaps if you know, is this fixed?

i tried myself, they still report

While some non-US customers have had success linking cards, Circle supports just US bank accounts and credit/debit cards.

Got same problem here, even using a bank that operate in USA i'm not able to use circle because i'm not a us citizen. When i first saw the app i thought it would be a huge way to make less confident people to join btc (and help those already that already use it) but as they stay now operating in US only i fear they do not reach my expectations (that were needing a international credit card to add funds and a worldwide bank account... but no US citizen only).
