Why not perma ban accounts like this? I think it would be a good decision by the administration to ban these sort of accounts permanently. I just found this account by accident and was looking through its history. Clearly the account has been used for no good. Why not remove it from the system all together? I know that the owner can make another account just as easy. But I think with accounts like this, they need to be banned so they cannot participate in any signature campaigns that allow -ve trust accounts into their campaign.  These users are up to no good so why let them continue?

Basically because scams are not moderated. Staff members don't ban accounts that have scammed, that's why the trust system exists. I'm sure he would have more chances to make a deal (or to scam) using a brand new account anyway. Regarding signature campaigns probably not many signature managers would allow him and if they do that's just their problem.

It would be too controversial to ban scammer accounts, the staff would be accused of abusing powers even more than they already do. This is why the trust system was implemented and it's unlikely that anyone would trade with that account or any others like it.
