Hello everyone, I'm new to mining coins but I would like to start mining soon, my budget is anything under 1000$, additionally I have one spare latest Nvidia X980 video card I was wondering how much will I make with it I never tested it since everyone says GPU mining is a time waste.

 NOTE: Electricity is free where I live, my government pays for it, so I only have to worry about the profits.

If its truly free I would look at a good deal on a S3+.  They are not the most efficient miner which leads to them being cheaper.  Free/cheap electricity can still ROI with them.  I suggest starting small maybe 2 at first and see how it goes.

The S3's are also built like tanks. Full metal case, 2 nice fans.  I really like the design of them.  They likely will run for quite a while if you get a good one.

GPU mining will return next to nothing nowadays, and for under 1000 dollars it'd take some time to see a breakeven on investment. you might want to try ebay and see if you can get a nice deal on an S3 as notlist3d said above, but dont expect bank to start rolling in or anything.
