Washington (CNN) An ISIS fighter who calls for jihad in a new online video was trained in counterterrorism tactics on American soil, in a program run by the United States, officials tell CNN.

The video features a former police commander from Tajikistan named Col. Gulmurod Khalimov. He appears in black ISIS garb with a sniper rifle and a bandolier of ammunition. He says in the video that he participated in programs on U.S. soil three times, at least one of which was in Louisiana.

The State Department has confirmed this claim.

"From 2003-2014 Colonel Khalimov participated in five counterterrorism training courses in the United States and in Tajikistan, through the Department of State's Diplomatic Security/Anti-Terrorism Assistance program," said spokeswoman Pooja Jhunjhunwala.

The program is intended to train candidates from participating countries in the latest counterterrorism tactics, so they can fight the very kind of militants that Khalimov has now joined.

A State Department official said Khalimov was trained in crisis response, tactical management of special events, tactical leadership training and related issues.

In the video, Khalimov says that what he saw during his training sessions turned him against his sponsors.

"Listen, you American pigs: I've been to America three times. I saw how you train soldiers to kill Muslims," he says in Russian. "You taught your soldiers how to surround and attack, in order to exterminate Islam and Muslims."

Then, in the most chilling part of the 10-minute video, he looks directly into the camera and says, "God willing, we will find your towns, we will come to your homes, and we will kill you."

He then demonstrates his dexterity with a sniper rifle by blowing apart a tomato from a distance of perhaps 25 yards. The scene is played in slow motion.

Who are the women of ISIS?

The American program in which Khalimov participated is designed to teach tactics used by police and military units against terrorists by countries that cooperate with the United States on security matters. But now experts are concerned that this defector has brought ISIS not only a propaganda victory, but also an insider's knowledge of the playbook the United States is using in the fight against ISIS.

"That is a dangerous capability," said former Army intelligence officer Michael Breen. "It's never a good thing to have senior counterterrorism people become terrorists."

"It sounds like he was involved in defending sensitive people and sensitive targets," said Breen, who is now with the Truman Project in Washington. "He knows how to plan counterterrorism operations. So he knows how the people who protect a high-value target will be thinking; he knows how people who protect an embassy would be thinking."

Former Army sniper Paul Scharre, now with the Center for a New American Security, said Khalimov could not only help train other ISIS fighters in tactics, but also serve as a recruiter for the group.

"They're obviously trying to draw in recruits" with the video, he said.

War against ISIS: Successes and failures

Khalimov was an officer of the primary counterterrorism unit which responds to terrorist threats in Tajikistan, a State Department official said, so he and other members of his unit were recommended for the program by the Tajik government.

"All appropriate Leahy vetting was undertaken in advance of this training," said spokeswoman Jhunjhunwala.

Scharre, who has served as a trainer of Afghan soldiers in Afghanistan, says there is always a risk that a trainee will turn against their American instructors.

But Breen, who has also participated in training sessions overseas, said building counterterrorism partners requires a necessary leap of faith. "There's absolutely no way to beat an opponent like the Islamic State, without training a lot of people," he said. "That's a core of our strategy."

So how can US beat ISIS that has been trained by US itself. Or is the conspiracy theory about US has created ISIS really true? Funny world.

Yeah ... and also every group that kills with the name of the religion (Islam) .
Edward Snowden already released some documents about Abu-Bakr Al Baghdadi (ISIS leader) which was trained by Mossad (Isralian intelligence agency) and the CIA .
However USA failure is obvious , I see more people converting to islam worldwide instead of leaving Islam . so yeah

Not surprising. Tajikistan is a failed nation, in every sense. When they were a part of the USSR, a lot of progress was made. But with the disintegration of the Soviet Union, all of that was lost. Normally, it is very rare for educated parents to raise illiterate children, although the vice-versa is very common. But that is happening all over Tajikistan right now. The (real) literacy rate, which stood at 90-95% at the time of the USSR, has fallen to 30-40%.

yep many call the disintergration of the Soviet Union the worst thing to happen in present day but the world must carry on living and countries should be able to fend for themselves but the opposite is true of real life Sad sad to see so many nations falling into despair Sad

It was fought between the hard-core Islamist radicals led by Sayid Abdulloh Nuri and the (nominally) secular forces led-by the Russian-backed president Emomali Rahmonov. With Russian support, the secular forces managed to beat back the radicals. But the Islamists enjoy wide-spread support among the general population. And as the living conditions worsen, more and more people will be attracted to sects such as the ISIS.

And as the living conditions worsen, more and more people will be attracted to sects such as the ISIS.

It's make me curious. So why did US trained people from these countries if they will betray US in future? I think it has happened to Osama bin Laden, which get training from US and after that he made terrorist attacks to US. Are US dumb or do US had a plan behind that?

I don't think so. If the world war really happen, I think Russia, North Korea, Iran, and other country that made nuclear weapons and hate US so much will blow up US. US invaded Middle East countries just for oil and help Israel by way of ruined the countries society with rebels.

Leaders are from CIA , members aren't otherwise they wouldn't join .
Most of ISIS members are from European countries or UK or USA etc ... because most of them newly converted to Islam and don't know anything about it .
if Islam was a religion of destruction etc ... wouldn't be all dead by now ? there is 1.7 billion muslim now , and like what 150k ISIS fighter ? They don't represent islam in anyway .

This happens because the American leaders are dumb beyond belief. They are so much blinded by their hatred of Russia, that they will support anyone who is an enemy of the Russians. This strategy doesn't work in the long term. The CIA gave stinger missiles to the Taliban in the 1980s, hoping that they will use them against the Russians. The Taliban used these same missiles to shoot down American helicopters after two decades. Similarly, the CIA supported Chechen terrorists in Russia, in an attempt to disintegrate that country. Once again, this strategy backfired, when Tamerlan Tsarnaev and Dzhokhar Tsarnaev blew up American civilians in Boston.

The Taliban used these same missiles to shoot down American helicopters after two decades. Similarly, the CIA supported Chechen terrorists in Russia, in an attempt to disintegrate that country. Once again, this strategy backfired, when Tamerlan Tsarnaev and Dzhokhar Tsarnaev blew up American civilians in Boston.

There was no Taliban in the 1980s, the Taliban wasn't created until the early 90s after the Russians left.

Most of the CIA aid throughout the 80s went to this guy

Not only was he not a member of the Taliban, he was targeted by them years later and fled the country. He was a corrupt SOB  who didn't do much to help the cause against the Russians but certainly not in the same league as the Taliban.

Also the Stinger missiles we sent the mujahadeen had a very short shelf life and most if not all weren't even working by 2001.

Funny, when Israel bombs Gaza and kills 2k Palestinians, it is labeled a war crime and the whole world gets mad. But Russia absolutely levels Chechnya and killed almost a QUARTER of its population and no one bats an eye!

The Americans hate Russia, because it is one of the few nations which stand in between them and complete world dominance. Other major threats for the Americans are the Chinese and the Iranians. But right now, Russians rank no.1, as it is a resource-rich nation which can use its natural gas and oil deposits to influence many of the Eastern European nations.

How so the Iranians? There nuclear program I assume is what your talking about but even then isreal has them covered.

For poor nations, yes. But for america, no. They just working for future american domination.
