I know pow+pos! but how to develop one with just pure pos? Do I need to develop a pow+pos coin and set it premined all the coins and let pow generate 0 coin in the future. Is this pure pos?

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

You need some genesis block. You can make 1 Block POW and then just POS.

Once mined (genesis block and a block with coins in it) and the coins are staking in wallets it would never need to be mined.
