I was checking out faucets and found out a list of faucets which are scamming users by saying they pay "X" amount on their website but in actual they just send 1 satoshi. Eg: 23coins.com I have not saved the names of other faucets but will add them here when I find them.

Update :Another such faucet I found :
WINBITCOIN.space
Message: "1000 satoshi was sent to you on FaucetBOX.com."
But in my wallet I recieved 1 satoshi.

So if I setup a faucet which says it will pay 1 bitcoin per hour and once a user redeems I show him the message that your 1 bitcoin has been sent to your wallet and sent 1 satoshi to his wallet. It is no scam?

Of course, it is not scam. This can be categorized to unfair, dishonest etc... but not a scam.

Of course, it is not scam. This can be categorized to unfair, dishonest etc... but not a scam.

I think it is. Lets say I promise you payment for work, e.g. posting here and once you have delivered the work I just pay you less. Most would consider this a scam. A faucet is no different in that regard, the work is just very simply and quickly done. Mostly its loading ads while you solve a captcha to make sure you are present. The question is whether they actually said they would pay X or if they advertise to pay "up to X" and OP was lured into believing that X is given to everyone and not only a certain percentage of lucky visitors.

Im not really here, its just your imagination.

It was not upto. You can try at the faucet and see you get a message like "X satoshis have been sent to your wallet" but in your wallet you will only receive 1 satoshi.
Another such faucet I found :
