That isn't something for the society, is it?
I would work on improving the quality of education in public schools, particularly at the lower levels.\

I would like to do that too, but the governments of the world will not allow it. In fact there have been some attempts like the one you describe; one of the most famous attempts to build a new nation is “The Principality of Sealand”
