i found this forum name on a video of Introduction to bitcoin?
what is the minimum up-gradation charges that administrators take to upgrade my account ?
this site takes 6 minutes to post 1 post why like this , don't you think its too much?

There are no charges. You can be manually whitelisted but the normal way is to build up rank over time. The higher your Activity the lower the posting restrictions become
It's annoying but is there for a reason. Once you get 15 Activity the time between posts drops to 75 seconds and then shouldn't be an issue
