Don't the Chinese already fab the ARM chips at the core of it? They could just turn the assembly line on for another couple of hours and have all the chips they need.

Beyond the chip fab, the rest of it is such easy assembly, the original concept of the Pi was to have school kids build it themselves before they started to learn how to program with it.
