To get a loan you will need:

1. Secured collateral valued higher than the principal.  
2. A third party to handle escrow.
3. Additional money to pay interest.

There may be more requirements but no one is going to just give you money. And a loan is the most expensive way to acquire BTC, you could do way better just setting up an account at an exchange. Please add your collateral and clarify if you or the counter-party is paying escrow.

you want a loan or exchange? if it's exchange then the Currency exchange section is the place for that. tho I doubt anyone would want to exchange such a low amount.

anyway, like above posters already stated, you need a collateral when asking for a loan as a newbie
