Do you need a verified account? Use a VCC to verify it.

The problem using a VCC is if paypal will ever limit you account, and you have a lot money in it you can say goodbye to it for 180 days, because paypal will ask to show vcc statments which you will not have, there are saver ways to do so

I have mine verified with a VCC for about 2 years now, I use the VCC but I haven't been asked for statments.
