I would pay a miner to include my transaction in a block and not wait the many hours it is taking. This fee would be including the fee I already paid.

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

just part with a higher transaction fee. if you pay a high enough few, you transaction will be confirmed relatively quickly.

My problem is who sent me the btc, enough fees, but not enough to get it quickly.

What you need is Child-Pays-For-Parent (CPFP) where you create a transaction with a transaction fee for two transactions. Unfortunately, most pools don't use this yet. If you look around in the mining section, you may be able to find a pool that does this and you can relay both of your transactions to that pool in hopes that it finds a block and can confirm your transaction. Otherwise, the best you can do is wait. After this spam attack ends and the backlog is cleared, the transaction will confirm.
