A friend of mine is looking to buy Bitcoin with his AMEX. I sent him to Coinbase, but it looks like they only take Visa or Mastercard. Does anyone know of any other options for him? Thanks!

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

Circle doesn't take American Express either. He can always get a cash advance and buy through localbitcoins.com

I checked localbitcoins yesterday - markup seemed pretty high. Any other networks that might take AMEX?

I wouldn't use credit cards at all, just get your money ready in your usual bank account and do a wire transfer directly from there. Im not familiar with CC transactions in Bitcoin but I would be ware of chargebacks.

Plus coinbase also takes ACH.  There is a European equivalent to ACH, I forgot what it is called, but some markets that that too.  I don't like coinbase, their 1% fee is really high, but if you are only buying a small handful of coins then it is cheaper than a wire.
