What are the best places to transfer paypal to btc without super high fees, i think virwox is 20% fees

You could find a trader on localbitcoins , but the price is high every where, due to the risk of a charge back at any place.

There are none that are as reliable as virwox. Sometimes some members will accept to transfer paypal or some other method of payment to btc, but that's only if you're a very well established member.

The best option is to trade in cash with a local dealer near you, they usually charge less. My local dealer charges like 6% fees only.

You can find some local dealers on localbitcoins, too. I agree that it might take some time at first to find a reliable local dealer, but once you find one, it becomes much easier to buy bitcoins later on as you can just hand them the cash after they send you the coins, so it's safe to use, especially using the local bitcoins mechanisms.
