you can only pay via BANK tranfer there no credit card

it's Debian 8.0 but i can put windows on it

YOU CAN pay via credit card but they ask you for your PASSPORT or id card anyway if you order the server and credit card need to match your name :

I know the procedure of server ordering. I asked you - what can makes me safe to use it 30 days, that they will not close it in 1 day? What makes it as 100% guaranteed online?

With this function you can transfer a server to another Hetzner client. The complete contractual relationship with regard to the server with all add-ons and settings will be transferred as it stands. All existing unpaid invoices remain your responsibility; all new invoices are for the new client's account (with assumption of the due date at the time of transfer).
