i just got 60+ activity, when will it be done for my ranking?
out of ability to use the signature, i want a new ban strike policy that will fade the strike after 90~120 days of the ban and not to be traced back, like google | email me for anything urgent, message will possibly not be instantly responded
i am not really active for some reason

Sometimes is needs some minutes to switch the rank after activity has been calculated. I guess there is a cron job running that proves several times daily if a rank has been changed.

Congratz on getting it.  I HIGHLY suggest going to bottom left and you should see like lock thread.

With locking thread this thread will not keep poping up with random congratz and will be allowed to die Smiley.

If you've posted a lot in the past and then gone away and then come back and post a lot you'll see your activity jump more than 14 points in a very short amount of time - 1 day, a few days, etc. I see your activity is already up to 95 and your posts are at 96. You probably have fewer posts than time active in the forum, as soon as you post more your activity will catch up until your posts exceed the number of days you've been active on the forum.
