My transaction is unconfirmed from last 3 days.

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

Please tell me till when it will be confirmed.

It will be confirmed once the spam[1] is cleared. It is unknown how long this will take. Your fee is enough considering normal circumstances, which we do not have currently.

[1] there are currently ~48k transactions waiting for a confirmation.

Just wait. There was a spam attack and that was causing delays. Since you have a low fee on the transaction, it is lower priority and less likely to be confirmed. Next time, use a higher fee. Just wait and it will eventually be confirmed. You can also delete the transaction from your wallet and wait a few days for the network to "forget" your transaction. Then you can just send it again but with a higher fee.

We dont know, it all depends on the amount of coins the spammers want to waste.

Why do you think you received payment on that address? Was it confirmed? Which wallet software/service do you use? Do you have a transaction id?

There have been no confirmed payments to that address, ever.

Right now, there is an unconfirmed payment of 0.13753217 BTC to that address.  ( http://btc.blockr.io/address/info/1CVYdvq8vinus5BojemBUxexD8v2M6Lgka )

Edit:  Blockchain.info is rejecting that transaction:

Maybe. Currently its just that one of the many blockchain explorers is not showing it.

When its confirmed the person receiving it can spend it. When the network forgets about it before it can get confirmed the person sending it can spend it again.

Was this Localbitcoins that issued the transaction? If so then you should contact them and ask them to reissue a transaction to the address of your choice then try to double spend one of the inputs from this transaction. They should bear the risk that the transaction sent to you gets confirmed because they should know better then to include such a small fee with processing a withdrawal.

If the transaction is from someone who got their bitcoin from Localbitcoins then you should contact them to let them know they should include higher fees when they send transactions in the future.

As far as getting the transaction confirmed, there is not a lot you can do about it.

What should I tell them?
It was my receiving address ,  they resend me btc to any other BTC address?

I am not entirely familiar with how LBC works. Is this a withdrawal transaction to your wallet, or is this some kind of internal transaction within LBC to credit your LBC account?

Is there any possibility of losing coins that got caught up in the unconfirmed transactions?
That depends on how you define "lose". If you are the one receiving the transaction, and not the one sending the transaction, then as time goes on, the possibility that one of the inputs gets double spent increases. Pretty much every other definition of "lose" would result in that you cannot lose the coins.

Now it looks like blockr.io etc don't see the transaction as unconfirmed either, so you should have local bitcoins redo it - depending on the type as asked above. :-)
