On topic : you could try the "Hardware" section or the "goods" section and search for someone who could sell you one and ship it to Algeria or you could try Ebay and try to Aliexpress (since I know that Amazon don't ship to our country) (most of sellers don't)

Yes bit-x does work and can be shiped to Algeria indeed , and yes I know your  , most of the time , anything via internet can't be received and will be lost on the mail or whataver .

However I'am not using Bit-x (received it though) since there is high fees but there is http://advcash.com/en/ which gives lower fees and it's very cheap (5$ for the plastic card) , owner told me that It can be used to verify paypal (you need money on the card) .

But I guess MasterCard don't verify fully Paypal nowdays , you need Visa card issued in Algeria or Bank account from U.S
Visa cards of those banks (in algeria) works on Paypal :  BNP PARIBAS , Gulf Bank (AGB)
