How do you profit?
Charge x amount per offline transaction, then when 12 hours is up put a fee to process all the transactions at less than what you have collected from your transaction cost, boom, you know you'll get your tx send within 12 hours and the "company" profits from it.

What do you mean by offline transaction , do you mean without internet ? I don't think that's possible . If you are speaking about Off-chain transactions then those projects are already being working on them to make bitcoin more annonymus like Zerocoin & Darkwallet which need funding for the moment AFAIK . That's kinda what lightning.network will do except it's days, weeks, or months instead of hours.

You can also create transactions with a wait time, i you really want that (although it's not easy to do such with the current Bitcoin Core)

We have had full blocks for over 2 weeks............ how does not one give a fuck about this Obviously everyone that worries with Bitcoin gives a "fuck" about the block size... But not really about offline transaction "accumulation" The wallets making offline transactions right now are perfectly fine and their features are good enough. If a block is full and you want to see a transaction confirmed ASAP just send it with a fee above average. You don't need to spend a fortune on fees, just send it a little bit above what the rest of the people are sending and it will eventually get through fast.

currently you can create transactions offline with all kinds of wallets. you can even use a simple line of code to do so. something like the brainwallet will do this for you too, all you have to do is to put your private key in and sign the transaction with amount sent and fee. then you have the tx which you can broadcast (push tx) any time you want. i don't completely understand what is the purpose of this company that you are talking about would be?

how it's work? it can't work in that way because miners can't verify the transaction, maybe you can do it in some obscure way with sidechain or something else built in top of the blockchain, but right now it's not feasible

The Bitcoin wiki explains that off chain transactions are possible and offered by some services like Easywallet.org Cryptsy used to have a feature that people could use to send crypto coins to other Crypts users. Any coins stored in an exchange or online wallet are only a number in a database which makes it easy to transfer them between accounts. Offline transactions that use the blockchain can be created offline in Bitcoin qt, but only become real transactions when they are broadcasted. The delay between creating a transaction and broadcasting it can be as long as you want.
