if you are in usa or you paypal account is with usa address then you can not verify your paypal account with vcc or even if you are not in usa nor your account is at usa address still verifying paypal with vcc is risky as it can limit your account any any moment specially if you ever made any big transaction then there is many chances that paypal will limit your account
