There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

Paypal limits accounts based on potential fraud. Have they asked you to submit certain documents? If so, you'd better start there.....

They want proof of identity in these cases, if you cannot give it you will need to wait 180 days for release of funds.

Yes you need to contact with support of Paypal because posting here is not working for you this forum just for bitcoin and alt coins
