Like most coins BOB has invested in and promoted as the best new coin ever, they are not scams in themselves but because of the way they are pumped and dumped it is not a good idea to invest heavily yourself.

ICO was at 6K, reached 20K then bob dumped his coins and it crashed back to 7k ...bob bought again at 10k and now he is holding the market until his supply is gone and then it'll crash back below ICO price and leave bagholders just like other pnd schemes.

CIRC on it's own seems to be good coin with a couple of innovative ideas and developments but I'd be careful on investing money in it until the end of the initial pump and dump.
