I just need a quick $25 and I was wondering if it's possible to give Bitcoin for Paypal USD money???

To an unverified paypal???

Is it possible and what sites/what measures do I have to take? Please help.

better to move this to the market place, you can find someone that can buy your bitcoin, with escrow supposedly

because paypal isn't well seen here due to chargeback, but for small amount it's still possible to do the deal

You are a newbie so you most likely won't get this job done on the Currency exchange section since you people money is on the risk and not yours , if it was yours you could simply use a trusted member .
Also your account is Unverified so it's kinda not good , AFAIK that makes chargeback easier or something also you have chance that your account gets limited btw . you better verify it using Visa card issued on your country or Bank acccount and use Virwox since it's a trusted website and well known .

A site that accepts unverified PayPal is going to be very hard to find. I would recommend Virwox to you but they only accept verified accounts. Your only option would seem to be to use PayPal with a friend who trusts you. Actually, there is one site that I know used to (beginning of 2014) accept unverified PayPal for small amounts (around $15-20) but I can't really recommend them because I've never actually tried them. The only sites that take PayPal payment charge VERY high rates when it comes to this type of exchange.  I would recommend trying to trade with escrow with somewhere here vs using on of the few services that does this.

Try the marketplace section and see whether you'll see a member who's willing to trade with you. Use escrow because you're a newbie, most people wouldn't trust newbies nowadays because there have been numerous number of newbies who scammed for a couple of bucks.

I didn't know this about Virwox, they accept paypal unverified(no credit card/bank account needed to be verified). That would mean more susceptible to fake paypal accounts trying to do transactions. Heard they charge high fees, but don't know exactly how much. I would imagine 15-30% which nobody that has loyal exchangers would ever pay that much to do a deal.

I am not sure whether you want to sell your btc for paypal or want to buy btc for paypal. I can recommend to use localbitcoins and you must use a trusted member so that you have a safe side. If you are willing to sell your btc for paypal you can do it here and even in that case you should be aware of the trust score of the buyer.
