If you download the new wallet it should be fine, I did not add node and it sync

Iam not seeing the neurocoin.conf file. I see everything but that. is it because I don't have a 32bit windows? think its 64bit

you sure that you run this wallet?
may be your firewall blocking connections

try this:
1. backup your wallet.dat
2. remove NeuroCoin directory from C:\Users\username\AppData\Roaming
3. redownload wallet again
4. run without creating neurocoin.conf
