He means that since ico ended at 1 bil coins miners are gonna get 600mils from pow that is more than 20% of supply, though he's not allowed to change it by the ico rules.

No, miners were expecting to be able to mine far passed the ICO date.  Cutting it now would undermine community confidence.

Leave it as is , and get a good road map so the value might go up a little .
