Go to profile - Forum Profile Information - then click avatar.

It will let you upload there, just make sure to follow the rules on size and other things and should work great!

1. Go to https://bitcointalk.org/index.php?action=avatar [read the requirements, etc. there]
2. Upload the image and wait!

If the size of your picture is too big , you can try to use paint (mspaint on windows for example ) to resize it

It must be no more than 120px wide, 80px tall, and 100 KiB in size

you are getting that error coz you are not allowed to wear avatar, only full members and above are allowed to wear avatar (AFAIK) due to security reasons

Correct, you can't upload an avatar until you're a Full Member with 120 Activity.
