Tipping is an option on Telegram, does not mean anyone will be tipped. 
From what I read, looks like you get tipped in "Gems" which you then exchange for bitcoin.

You can make it rain Bits and you can tip with Bits, Android users can reply to a message with Bits payment. Tipping Bits like how it's done with Gems will be added.

We have our own group where we make it rain and tip frequently, just shoot me a message to join.
