Actually setting the Virtual Machines is extremely easy.  It's point/click on setting up the virtual machine.   From there you SSH if using Linux Google has it integrated in so easy to use.  Or if you are more comfortable with widows it's remote desktop. 

Windows is easier if not familiar with Linux, but the license fee is there.  Linux if you are familiar with it no license fee, multiple distributions to choose from.

Additional tip Google limits 24 cores per project.  But you can have multiple projects .  So if you are trying to use lots of cores at once you can use multiple projects.
