I never used this service before even if it's so famous , when you say it's decentralized what does it mean ? does it mean that Seller & Buyer settle things between them alone without needing to a third party ? there is no escrow ? I mean if you use reversible payment methods such Paypal , Paysafecard etc ... how can you guarantee that he won't scam you later and the escrow release the funds from the wallet

its safe as long as you trade with trusted member To make sure no one is scammed, the trader will only trade with verified paypal account and sometimes they need a photo of your face to make sure

If I'am the Bitcoiner and he is the one using Paypal ... they should ask him for Photo , wouldn't that make more sense ?

This is one of the most suggested and popular ways of trading Bitcoin, myself I have not used it but from all accounts it is a pretty safe way as long as you take the usual precautions, chargeback via paypal is always a risk.

localbitcoins is not the one trading with you. It is just a platform for buyers and sellers to trade with each other. does it mean that Seller & Buyer settle things between them alone without needing to a third party ? there is no escrow ?
localbitcoins will be the escrow. Take a look at the security section on https://localbitcoins.com/guides/security and https://localbitcoins.com/faq#howto_why_escrow

LocalBitcoins is fine as a platform, it depends on the person you're trading with.

That's the problem I guess . Sometimes you find your self with peopl who don't actually own those accounts but they bought them from forums (Bitcointalk or any other forum) and it could be used for Scamming purposes .

There are scammers on localbitcoins, just like any other place, so you should be extremely careful who you deal with and avoid doing accepting reversible payment methods if possible.

Yeah, with all the account buying/selling going on it gets difficult to know if you're dealing with the same member who was the original owner and was trusted or is it someone who bought the account for the sole purpose of doing bad deeds. I guess cash trades are safest or use exchanges which buy/sell bitcoins themselves rather than acting as a mediator/escrow.

There are only so many steps you can take as a precaution yourself, but if they don't want to meet face-to-face, I wouldn't bother trading at all.

I have good experience. Found a good seller there and always buy or sell to him. But some people got scammed, you should be careful who you trade with. Check some references and history

the problem may come when you try to deal in real life with one of those guy on localbitcoin, which for all we know can also be a tax agent in disguise, then you can come across something like whathappened to Burtw
if you stay online with all your trading there shouldn't be any problem if you recieve bitcoin or use anon card that work with bitcoin, for low sum

there is no absolute safe place. I also ask this question for their admin, they reply to me:
"Just start a dispute, and it is easy for us to understand who is providing fake evidence and who is telling the truth."
another word, your safe is in localbitcoins' hands.

My experience is that Localbitcoins is very dried out, no-one reacts to my adds anymore, it used to be 2/3 times a week, not a good sign....

Ye well a dispute is useless if i understood because they won't refund you so im not sure what is it for (probably the other party getting banned aswell but that's not getting my money back)
