does it make any difference if my paypal is unverified , and i send the money which comes from my pp balance as a gift ?
does that help protect the bitcoin vendor in any way ?
i am asking this because i want to buy btc and it's hard for us newbies

No and will never happen. Sellers are always prone to chargebacks even if you send it as a gift. Word of advice, you should go with virwox. I know that they have ridiculous fees but it's the next best thing rather than getting scammed.

for some reason i cant deposit on virwox
i get this error
"A technical problem has occurred and your payment could not be processed."

I see you got scammed by CoinCholard to. I'm sorry for your loss.

Also you could try Feboprimo, he gave me the benefit of the doubt as a nooby. I paid $34 for $28 BTC. I hired and paid for an escrow for us. An escrow is a middleman that makes sure the buy and seller gets what they're paying for.

Just contact them, you have all the contact info here : https://www.virwox.com/contact.php

And in regards to the error message you get, at their faq (https://www.virwox.com/faq.php) you have the following error explaned :
Why do I get an error when depositing money through PayPal?

The error message "A technical problem has occurred and your payment could not be processed." is the result of a very general error code we receive from PayPal. The reason may be that something is wrong with the card you used for payment.

Well it should help if you are buying real world goods that you are verified as it would be harder for you to scam, as PayPal would have more info about you and they would make sure bank account is really yours.

As for the crypto, I don't think it makes any difference as you can claim that you haven't received the funds and do a chargeback anyways, paypal will always side with you.

moneypaktobitcoin.com offers exchanges from Bitcoin to Paypal, you can check it out and see if they offer PP to Bitcoin as well.
